Summary
Effective August 17, 2026, Narcotic Treatment Services (NTS) providers in Wisconsin must use Place of Service (POS) code 15 (Mobile Unit) when billing for services delivered via mobile treatment vehicles. This is a new coding requirement for mobile opioid treatment programs that extend brick-and-mortar sites. All existing coverage policy requirements (regulatory, documentation, staffing, confidentiality) apply to mobile unit services.
Action Required
By August 17, 2026: Billing team must update all NTS provider billing systems to enforce Place of Service code 15 (Mobile Unit) for all claims submitted for services rendered in mobile treatment vehicles. Verify that billing software correctly pairs POS code 15 with the twelve listed procedure codes (H0001, H0003, H0020, 81025, 86580, 99001, H0005, H0022, H0047, T1006, 90791, 90792). Communicate change to all NTS providers and mobile unit staff to ensure they specify POS code 15 on encounter documentation. Audit submitted claims to confirm correct POS code usage. Claims submitted with incorrect POS codes for mobile unit services may be denied or subject to recoupment. Ensure all staff understand that documentation retention requirements per Wis. Admin. Code § DHS 106.02(9) apply to mobile unit services; failure to produce documentation upon DHS request may result in claim denial, recoupment, intermediate sanctions, or program termination.
