Indiana Medicaid (IHCP) has issued TPL exemptions for peer recovery services (H0038) and mobile crisis services, meaning providers no longer need to bill other insurance first before submitting claims to Medicaid. The exemption is retroactive to January 1, 2023 for peer recovery and July 1, 2023 for mobile crisis services.

By April 8, 2024: Providers who previously didn't submit peer recovery (H0038) or mobile crisis claims due to TPL concerns can submit these claims with a copy of this bulletin to request timely filing waivers - 90 days for managed care claims, 180 days for FFS claims. No action needed for previously denied claims as they will be automatically reprocessed. Monitor remittance advices starting March 13, 2024 for reprocessed claims with ICNs beginning with 52 or 80.
