Indiana Health Coverage Programs (IHCP) has established new Presumptive Eligibility rules allowing backdating when patients arrive within one hour before midnight but cannot be processed until after midnight, and permitting advocates to complete PE applications for nonresponsive patients. These changes are effective retroactively to July 1, 2021.

Immediately: Front desk and registration staff should begin using new backdating rules for Presumptive Eligibility applications when patients arrive within one hour of midnight. Staff must also allow advocates (parents, spouses, adult children, caretakers, caseworkers) to complete PE applications for nonresponsive patients. Submit backdate requests to presumptiveeligibility@fssa.in.gov with Member ID, backdate reason, and requested date. For inmates, use indianainmatemedicaid@fssa.in.gov for any backdating needs.
